Mr. Robert F. Hepner Jr. assumed duties as the Deputy for Facilities and Engineering, Department of Military and Veterans Affairs on July 9, 2022. He serves as the primary advisor to The Adjutant General on all activities as they relate to the acquisition, management, maintenance, construction, operation, and disposal of all land and facilities that support the department.  Prior to assuming this position, Mr. Hepner served as the Director, Bureau of Facilities Management, Pennsylvania Department of Military and Veterans Affairs. 
 
Mr. Hepner spent his career in the United States Army and Pennsylvania Army National Guard as an Active-Duty Guardsman.  He began his military career in 1988 when he was commissioned as a Distinguished Military Graduate from the Army ROTC Program at Mansfield University as a Second Lieutenant in the Field Artillery.   

Mr. Hepner has served in a variety of operational and leadership positions in both the Active Army and Pennsylvania National Guard as a Field Artillery Officer, Chemical Officer, and Public Affairs Officer.  He has held leadership positions at all levels of command from platoon to brigade in both peacetime and during combat operations.  He was a platoon leader during combat operations in “Operation Desert Storm/Shield”, Saudi Arabia, and served as the Commander, 109th Mobile Public Affairs Detachment during “Operation Enduring Freedom”, Afghanistan in 2002/2003.  Additionally, he served as the Commander, 3rd Weapons of Mass Destruction Civil Support Team and Commander, Ft. Indiantown Gap National Guard Training Center. His final assignment upon retirement from the Army, was as the Director of Military Support, Joint Force Headquarters, Pennsylvania National Guard.  

He is a graduate of the Ranger Course, Basic Airborne Course, Air Assault School, Field Artillery Officer Basic and Advanced Courses, Command and General Staff College, and the United States Army War College.  He holds a Bachelor of Arts Degree in Communications, Master of Education Degree in Health Education, and a Master of Arts Degree in Strategic Studies. 

Mr. Hepner’s awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal (7 OLC), Pennsylvania Distinguished Service Medal, Army Commendation Medal (5 OLC), Army Achievement Medal (2 OLC), The Global War on Terrorism Medal, National Defense Service Medal (2), Southwest Asia Medal, Armed Forces Reserve Medal, Joint Military Unit Award, Kuwait Liberation Medal.  His badges include, the Ranger Tab, Air Assault Badge, and the Basic Parachutist Badge. 

He is married to the former Jennifer Campbell, and they have two sons Mason and Carson.  They reside in Mount Joy, PA.
